• <br />HERKES: That's an interesting change. I'm not against it. <br />IRVINE: <br />Yes, but down below, it does say they advise. <br />HIGASHI: Just let me ask this question then. If they're not advisory, are they <br />policy makers? Are they equivalent to a Board of Water Supply Commission? <br />HERKES: No, Planning Commission. <br />HIGASHI: Planning Commission is only to move along zoning issues. They're <br />not policy makers for the department. <br />HERKES: Gee, they'd be surprised to hear that. <br />HIGASHI: So if you take away `advisory' then they're not advisory, what <br />authority do they have? <br />IRVINE: Down below, again, it says that they shall advise, so they really are <br />advisory, but we did talk about the fact that they want somebody to set sewer rates, <br />and whether this would be a function that would be given to them at some point in time, <br />I don't know. If we leave advisory out of above - <br />HERKES: <br />IRVINE: <br />Solid waste, wastewater, recycling programs. <br />I think it might be nice to leave `advisory' off. <br />HIGASHI: No, no, Marni, I think the programs are defined but when we're <br />talking about the members who are serving, they're advisory, and that's all they are. <br />They're going to make suggestions and then they're going to have money, they're <br />going to have to go to the Council to implement their programs. <br />HERKES: Let me throw something out. Do we need a Commission? Why <br />don't we just have a department, and if a Commission is necessary, they can put it in <br />the Charter next year, or the year after, once they get the department set up. <br />IRVINE: That's a little like throwing the baby out with the bath water. I think <br />there has been a Commission presently, the Recycle Hawaii and the County, I can't <br />think of the exact name of the Commission that's been meeting that John Santangelo <br />was sitting on. <br />HERKES: It's not a Commission. <br />IRVINE: No, it's an advisory committee of some sort. <br />RAY: It's a committee, yes. <br />28 <br />
