HAITSUKA: Next on our agenda are the Communications. <br />Communication 8: <br />CHR. HAITSUKA: Our first communication is Communication 8. That is a Memo from <br />our Attorney Levi Hookano, dated April 16, 2009, regarding ARTICLE I, Section 1 -2: the <br />Geographical Limits of the County of Hawaii. I believe this Communication also concerns <br />Communication 16, which is a communication from Commissioner Kawauchi, dated <br />April 23, 2009. I think we can discuss both at the same time. The memo was written by <br />Mr. Hookano, at the request of the Commission, to define what the geographical limits of the <br />County are. According to his memo, he concludes that the County of Hawaii includes the <br />three nautical miles from the shoreline of Hawaii Island together with its archipelagic <br />islands and smaller islands adjacent thereto. Any discussion on Mr. Hookano's memo? <br />Communication 16: <br />CHR. HAITSUKA: With regard to Communication 16, Ms. Kawauchi is asking to form an <br />ad -hoc Committee to investigate the possibility of amending Article I, Section 1 -2 of the <br />County Charter. Ms. Kawauchi, do you want to explain your memo? <br />MS. KAWAUCHI: Sure. Thank -you, Chairman Haitsuka. I wrote the memorandum and <br />made the request based on public testimony submitted at our last public hearing and based on <br />the discussion of Commissioners at a previous Charter Commission hearing. I thought that it <br />would be a good idea to form an ad -hoc committee just to take a look at this Section to see if <br />there might be any possibility of amendments, or to leave it in place, so I wrote the <br />communication and made the request. <br />CHR. HAITSUKA: Do I have a motion to form an Ad -Hoc Committee to investigate the <br />possibility of amending Article I, Section 1 -2 of the Hawaii County Charter? <br />Ms. Kawauchi moved to create an ad -hoc committee to <br />investigate the possibility of amending Article I, Section 1 -2 <br />of the County Charter. Seconded by Mr. Nahale -a and <br />carried by the following vote: <br />Ayes: Commissioners Honma, Jarman, Kawauchi, <br />Nahale -a, Osborne, Shumway, Unger and <br />Chair Haitsuka. <br />Noes: None. <br />Absent: Commissioners Kealoha and Fuertes. <br />12 <br />
