CHR. HAITSUKA: CA -4 concerns the proposals from Mr. Ben, Director of Human <br />Resources. Is there any discussion on this proposed amendment? Do I have a motion to <br />approve the first reading of CA -4? <br />MS. JARMAN: So moved. <br />CHR. HAITSUKA: Mr. Hookano, do you have a comment? <br />MR. HOOKANO: Yes, I was wondering if the Commission will discuss whether to split it <br />into three separate proposals. I sent a memo making that suggestion. <br />CHR. HAITSUKA: Do you have a recommendation, Mr. Hookano? <br />MR. HOOKANO: Yes, I made the recommendation that it be divided into three separate <br />proposals because it encompasses basically three different subject matters. One would be the <br />civil service laws section, one would be the removal of certain directors, and the other being <br />the amendments to the merit appeals board membership. I saw those as three distinct <br />questions and I recommend to the Commission that it be divided as such. <br />Mr. Nahale -a moved to approve the proposal by Commission <br />Attorney, Levi Hookano to divide CA -4 into three separate <br />questions. Seconded by Mr. Shumway and carried <br />by the following vote: <br />Ayes: Commissioners Honma, Jarman, Kaulukukui, <br />Kawauchi, Kealoha, Nahale -a, Shumway, <br />Osborne and Chair Haitsuka. <br />Noes: None. <br />Absent: Commissioners Fuertes and Unger. <br />MR. HOOKANO: Mr. Chair, now it is divided into three separate proposals, so now you <br />move those three up. <br />CHR. HAITSUKA: We are going to split up this proposed amendments into three separate <br />ones. <br />MR. HOOKANO: CA -4 is now split into three questions. You will still have to approve <br />them at first reading. <br />MS. KAWAUCHI: Mr. Chair, would it be then a question of approval at first reading for <br />CA -4, CA -5, CA -6. <br />MR. HOOKANO: That is probably how they would be re- numbered, so that sounds <br />appropriate to me. <br />24 <br />
