MR. GOODENOW: Mr. Chair, like Mr. Ashida, I am looking at it now for the first time. <br />I am very grateful that they included residence address, that's a good thing; and I do <br />agree with the valid votes cast. It is quite different; the current procedure doesn't go <br />through the Council, where the Council has a role. This now would be more like an <br />ordinance, where the Council has a role. But, I really can't comment, having just seen it <br />now. <br />CHR. HAITSUKA: Is there any further discussion? Ms. Jarman. <br />MS. JARMAN: If this passes today, it still has to go on for another reading at the next <br />meeting, right? Because it is a substantive enough change, even though this is second <br />reading. <br />CHR. HAITSUKA: That is correct. <br />MS. JARMAN: So we could pass it today; that would give everybody a chance to read it <br />and then if everybody is fine with it, then we can vote it up at the next meeting. And if <br />there are sufficient concerns, we could always amend it, or vote it down at the next <br />meeting. So I would like to at least get it passed on. Because, if we wait until the next <br />meeting to do it, we will be back up to our time problem. Thank you. <br />CHR. HAITSUKA: Is there any further discussion? Alright, we have a motion currently <br />pending. <br />The motion to amend CA -16 and replace <br />Section 15 -1 with the language proposed <br />in Communication 212 and further amended <br />to replace, "persons who voted," with "valid <br />votes cast" was carried by the following vote: <br />Ayes: Commissioners Fuertes, Jarman, <br />Kaulukukui, Kawauchi, Nahale -a, <br />Shumway, Unger and Chair Haitsuka. <br />Noes: None. <br />Absent: Commissioners Honma, Kealoha <br />and Osborne. <br />MR. HOOKANO: In order to provide closure on the discussion for today, there should <br />be a motion to postpone it to the next meeting. <br />MS. JARMAN: May I ask a question? I thought since our rules said if there is a <br />substantive amendment, it automatically goes to the next meeting. <br />MR.
