JARMAN: That would take care of all the late taxes or other taxes you have <br />collected through legal means, etcetera; the ones that would come out in June. <br />MS. CRAWFORD: Correct, because we are collecting taxes all year long and we have <br />tax sales that bring in additional tax revenue. Actually, I said June, but it would probably <br />be posted in July, but it would be for the June 30 deadline. <br />MS. JARMAN: Thank you. That is all the questions that I have. <br />MS. KAWAUCHI: The reason I proposed the amendment was because when I look at <br />the language, "...directly after the majority of the taxes have been collected...," I guess if <br />I was a member of the public and I didn't know what the common practice of the County <br />was, I really wouldn't know when they would be making a decision. It seems like there <br />are other dates that could be operable as well; June, or - - -I just thought that it wasn't clear <br />enough to me, in my mind. I also have a question which is if the Charter states, <br />"Deposits to the fund will occur at a minimum of twice a year, but directly after the <br />majority of the taxes have been collected...," does the ordinance say something different; <br />is the land fund funded in December; and does that pose a conflict between what is said <br />in the Charter and what is said in the ordinance? <br />MS. CRAWFORD: I'm not the attorney but I would think that the Charter would trump <br />the County Code; but that is not my call. <br />MS. HONMA: I have a question going along with what Jamae is trying to do. If you <br />wanted to be a little bit more specific than what it says here, but we don't want to be tied <br />down with the months; would the term, "30 days" work? It could say 30 days after the <br />collection; or something like that. Would that work? <br />MS. CRAWFORD: I think you could do that too; 30 days after the majority of the taxes <br />are collected is probably reasonable. We definitely want to give ourselves enough time <br />to get everything in and posted. The taxes are due before the end of August and then we <br />take two to three weeks to have those posted. We could, if required, make one transfer <br />then, and another one a little bit later; but it is more efficient for us if we have collected <br />the majority of the taxes and then do that. That is probably preferable to identifying <br />specific months. <br />CHR. HAITSUKA: Are there any further questions for Ms. Crawford? Thank you <br />Ms. Crawford. KAWAUCHI: If stating March and again September of each fiscal year is too much <br />detail to put into the Charter, I think I would be inclined to go with 30 days after the <br />majority of the taxes have been collected.
