MR GOODENOW: I think you have to start with a motion to approve for discussion <br />purposes. <br />Ms. Jarman moved to adopt the proposed ballot <br />language for CA -7 as stated in Communication 258. <br />Seconded by Mr. Shumway. <br />CHR. HAITSUKA: On this discussion, yes, Ms. Jarman, I think something is missing. <br />MR. GOODENOW: If I may. I'm sorry, when I saw the communication I thought it was the <br />language for the brochure, and I thought is was going to be the commission's suggestion that <br />would be discussed, not what is listed here. I thought that was for informational purposes. <br />But just now I looked at it and this is how I believe it should read. "Shall the charter of the <br />County of Hawaii be amended to (1) change the number of signatures required to recall an <br />official elected at -large or by voters of the entire county to twenty -five percent of the total <br />valid votes cast for office subject to the recall petition in the last election;" That is directly <br />lifted from your last amended version. Then (2) would read, " (2) change the number of <br />signatures required to recall district council members to twenty -five percent of the total valid <br />votes cast in the district in the last general election;" I'm sorry, that's not correct, let me get <br />my notes. As you will recall, Mr. Hookano spelled out the amendment in his communication <br />which was adopted. So it would be, "valid votes for the district office subject to the recall <br />petition in the last election." Then "(3) require signers of a recall petition, to also provide the <br />month and day of their birth date and the last four digits of their social security number." <br />Then "(4) provides for more time for the gathering of signatures; and (5) gives the clerk an <br />additional five days to verify a petition." <br />I would feel more comfortable if you would let me look at the CA -, Draft 2. I only went <br />back to the last version. I didn't know I would be commenting on this. If you could <br />postpone this part and let me verify the different drafts. <br />Ms. Jarman moved to postpone the discussion <br />on the proposed ballot language for CA -7 until <br />after all other proposals have been voted on. <br />seconded by Ms. Osborne and carried by the <br />following vote: <br />Ayes: Commissioners Jarman, Kaulukukui, <br />Kealoha, Nahale -a, Osborne, Shumway, <br />Unger and Chair Haitsuka. <br />Noes: None. <br />Absent: Commissioners Fuertes, Honma, and <br />Kawauchi. <br />CHR.
