Honolulu department does and so <br /> another reference is , of course, you have a long task ahead of you <br /> and certainly, going to other jurisdictions. I know the Honolulu <br /> Police Commission investigates allegations of police wrongdoing . <br /> Our department does not. What happens is it goes back to the <br /> department , you know, so it ' s like the department investigating <br /> their own wrongdoing. <br /> JUVIK : Un-huh. <br /> IBARRA : And I know Honolulu commission does have the <br /> authority to investigate wrongdoings but right now our department <br /> does not have. Or at least it hasn ' t been exercised except for <br /> purposes of inquiry . <br /> JUVIK : So what does the Police Commission spend most of its <br /> time doing? <br /> IBARRA : Well, that ' s a good question and I' ve. . .I' ve <br /> attended some Police Commission meetings and they last anywhere <br /> from 5 minutes to 20 minutes. The. . .you know, I. . .to answer you <br /> bluntly , I think the Police Commission just listens to what the <br /> Chief tells ' em. You know, as far as crime rates , and. . .in fact , <br /> I' m not saying this is our commission , but there ' s a. . .there ' s a <br /> danger of certainly of. . .of like any parttime agency just barely <br /> rubber stamping the fulltime director ' s proposals , etcetera. <br /> And. . .a. . .that ' s why I. . .when I was managing director, I felt that <br /> it was imperative that the mayor' s office exercise the <br /> provision--general supervision and control of the mayor--as to the <br /> day-to-day activites, you know, such as reviewing overtime, <br /> reviewing sick leave , all this day-to-day stuff, because if the <br /> commission doesn' t do it , then no one will. The Police Chief and <br /> the other department directors would go unchecked. <br /> JUVIK : So you would assume, as well as the citizens , <br /> oversight (inaudible) keep track of the. . .what ' s going on in the <br /> Police Department , in terms of public interest? <br /> IBARRA : Yeah. I would think that the commission, yes. . . <br /> getting input from the citizens and would tell the Chief , look , <br /> we ' re having. . .here we have a lot of marijuana problems, why don' t <br /> you pursue marijuana. And not tell the chief , pursue it by doing <br /> green harvest or undercover (inaudible) like that. <br /> JUVIK : More so. . .acting as a liaison from the public to the <br /> Chief , so to speak? <br /> IBARRA : I. . . I. . . I think the. . .the. . .that ' s one purpose. <br /> Because , supposedly , the commissioners are all lay people , <br /> supposed to be more accessible to the public , and the public has a <br /> forum to go and express their their concerns. And that one <br /> purpose, certainly , is the commission to. . .after hearing all of <br /> 34 <br />
