And so far it hasn' t <br /> been a problem, but it could be, depending on the personalities <br /> that you have for a mayor and a manager, I guess. <br /> BETHEA: Yeah, one of the questions I asked. . .well , I had <br /> to ask is what does it mean when it says the Department of <br /> Water Supply shall be under the general supervision and control <br /> of the mayor? <br /> SEWAKE: I don' t know. I attend the cabinet meetings and <br /> I try to input whatever I can and work with the County. But <br /> generally, I feel whatever budget items and the rules and <br /> regulations of the department , are under the control of the <br /> Water Commission. <br /> OMANAKA: Mr. Chairman? <br /> BETHEA: Well , Mrs. Poppe. <br /> POPPE: I have a question on coordination with the <br /> Planning Department and the tension between zoning they may <br /> grant and your ability to grant water. In other words , there' s <br /> certainly instances where they grant residential zoning where <br /> you cannot provide water to as many lots as the County Planning <br /> Department has indicated they' re willing to go with. <br /> SEWAKE: Uh-huh. <br /> POPPE: Is this a spot problem? Is it a major problem? <br /> Is it something that we need to address here, or that we can' t <br /> address? <br /> SEWAKE: Well , I think this was created when the zoning <br /> map was created. But since then, I guess what we' re trying to <br /> do is play catch-up, you know. And one of the. . .we used to <br /> give water first-come, first-serve basis . In other words , we <br /> didn' t . . . so long as water was available, a person asking for <br /> rezoning or land use change could have it if he was first on <br /> the list. Almost five years ago, and I had (inaudible) , you <br /> know, the commission took. . .made the goal of trying to assure <br /> land owners that so long as he' s going to develop what his <br /> 96 <br />
