I 'm not quite clear, for example, you mentioned <br /> that the plumbing for the main capital projects have in the <br /> past, at least , come from the state Legislature. <br /> SEWAKE: Uh-huh. <br /> JUVIK: Now, obviously, that ' s a political process. And I <br /> could imagine situations where, perhaps the Legislature might <br /> find water development that may not be the highest priority, <br /> let ' s say at the condo, "for other reasons. " <br /> SEWAKE: Yes. <br /> JUVIK: And. . .how do you incorporate. . . I mean, you have to <br /> make decisions on the basis of the cost , and you' re autonomous <br /> but you' re not going to provide free water to everybody because <br /> some politicians want it. You have to operate on a budget <br /> system, you know, revenues you generate yourself. How do you <br /> deal with the County and state planning operations where <br /> they' re state proposals for development in the area and so <br /> forth when you may be forced to incorporate water systems into <br /> your own operation that maybe you wouldn' t if you had your own <br /> choice, because of the cost effectiveness of those plans? Do <br /> Y get et what I 'm talking about? <br /> SEWAKE: Well , we take whatever free money we can, I <br /> guess, is my answer. But , you know, this island is very large, <br /> right? And there are many areas without water systems. No way <br /> can revenues from our department finance the expansion of those <br /> systems. So if any federal , state or even County has. . .agency <br /> has programs for expansion of this system, we ' ll accept their <br /> criteria, for how they want to spend their money. <br /> JUVIK: For example? <br /> SEWAKE: For example, well , I mean, Pahoa was without a <br /> water system many years ago. That was with state money. All <br /> of. . .practically all of Kona is with state money. But a lot of <br /> were <br /> with substandard <br /> the plantation communitiessystems <br /> operated with state help. And yet . . .Legislature, they have <br /> 9 5 .. <br />
