zoning allowed, we would try to make water available to him. <br /> Now this required a lot of capital beyond the means of the <br /> commission. But for whatever places we could, especially in a <br /> growing area, in the growing area where we felt that was <br /> important , like in Kona , what we. . .that ' s part of the $7-1/2 <br /> million dollar bond we floated. And the plan was to finance <br /> that part of the system that was bottlenecking development. <br /> Could be a reservoir. It could be a (inaudible) that was too <br /> small . And we would finance that so development could occur. <br /> And at the same time, we would raise our facility charge to <br /> help repay part of that bond and also create the revolving fund <br /> so that more developments could, I mean, more improvements then <br /> could be made as developments occur. And that ' s our plan. So, <br /> in a lot of areas on this island, it ' s working right now. I <br /> mean, in a lot of areas where it required a huge capital , then <br /> obviously, we couldn' t make it work all the time, but we ' re <br /> working on it. <br /> POPPE: So the initial tension is when they went through, <br /> a while ago , and gave a lot of zoning blanket; and, if I read <br /> you correctly, then now, if somebody came in and requested <br /> zoning. . . <br /> SEWAKE: I think. . . <br /> POPPE: . . .they couldn' t get it unless you said you had <br /> the water? But I mean, in other words , the Planning <br /> Department would not say, yes , we' re going to grant this <br /> zoning, where you knew you couldn' t supply the water . . . <br /> SEWAKE: Uh-huh. <br /> POPPE: unless the developers (inaudible) . <br /> SEWAKE: Yeah, you' re talking about rezoning.
