You have to zone more land for this water (inaudible) . <br /> POPPE: Mr. Sewake, if indeed Section 8-5 of the Charter <br /> presents a contradiction of terms or is , indeed, ambiguous , <br /> what do you and Mrs. Chock suggest as. . . suggest for <br /> clarification of wording, elimination of the clause, or to make <br /> it a (inaudible) section? <br /> SEWAKE: Well , I think it should be out. If the concern <br /> is that the manager would go on his merry way and be aloof to <br /> the County' s problems , you know, that the commission is <br /> appointed by the mayor , I mean, so the mayor has the ultimate. . . <br /> POPPE: You think that. . . <br /> SEWAKE: . . .control. I guess I have a feeling that that ' s <br /> the reason that section was put in. <br /> POPPE: Do you think it might strike fear in the mayor ' s <br /> office that perhaps a department might . . .policy might go <br /> counter to what the administration' s goals might be? <br /> SEWAKE: I don' t. . . <br /> JUVIK: Excuse me. Your interest in water , more or less , <br /> stops when it comes out of the faucet , or at least until it ' s <br /> delivered to the property. There' s a lot of concern in the <br /> County now about the high cost of wastewater treatment and <br /> water pollution and ground water contamination and so forth. <br /> Two questions. Do you think the model of your department <br /> could also apply perhaps to some future department in the <br /> County that might deal with wastewater? In other words , it <br /> looks like we ' re going to have to spend a tremendous amount of <br /> money in this County for wastewater control and we may have to <br /> obviously have more people hooked up to sewers and sewer <br /> charges and so forth, which could either go to Public Works or <br /> back to an autonomous department to maintain the wastewater <br /> system. Do you think that model is appropriate? Do you think <br /> the model of your department might be appropriate for <br /> wastewater greatment or secondly, would you want to take the <br /> water all the way? <br /> SEWAKE: Now. . . if that ' s the case, the answer to your <br /> question is no. <br /> JUVIK: ( Inaudible) be responsible for it? <br /> SEWAKE: The answer to your question. . . I think, it ' s a <br /> good question, but I don' t know if I 'm prepared to answer that <br /> right now. I. . .but in general (inaudible) makes some state- <br /> ments. I think. . .any agency, if you' re responsible for your <br /> income and your expenditures , I think, will do a better job in <br /> 98 <br />
