economics and efficiency. <br /> But the sewer , you see, they have two things against them, <br /> I think. Number one, they cannot meet the. . .well , for <br /> (inaudible) but they cannot shut off their sewer , yeah? And <br /> then secondly, I think, capital costs for sewer construction is <br /> much higher than for water. But, on the other hand, there' s a <br /> lot of grants-in-aide from the federal government for sewer <br /> construction. . .for wastewater construction. . .now anyway. <br /> JUVIK: The point you make, they can' t shut off the <br /> sewer. You' re right , the sewer. . .but they can shut off the <br /> water. That might be an argument for keep. . . I mean, if this is <br /> the same water going through the system, that might be an <br /> argument for keeping it all in one department. <br /> SEWAKE: Well , I cannot. . . I cannot, well , I don' t believe <br /> in shutting off a customer ' s water if he pays his bill , water <br /> bill , and not his sewer bill . I think that would be a little <br /> problem there. <br /> BETHEA: It would seem to me that this is a question the <br /> secretary should specifically preserve and remind us to <br /> consider , because it is going to be a growing problem, should <br /> this whole issue stay in Public Works , or should there be a <br /> separate commission created. Is that one of the things you' re <br /> raising as a possibility? <br /> JUVIK: I 'm not advocating, per se. But I think there are <br /> in many municipalities sewer or wastewater. . . independent bodies <br /> that raise money through sewer hookups and so on. <br /> SEWAKE: If you have a few large systems , I think it can <br /> work. But I think in our case we have many small systems. I <br /> think, financially, it would be very difficult to combine the <br /> two. Because if you have a large system, and especially in <br /> areas where you' re water short , it ' s advantageous to recycle <br /> your water. I can see the two being together, but I don' t <br /> think it would apply in Hawaii . <br /> BETHEA: Perhaps the secretary can simply note that this is <br /> a topic we should raise when we have the County engineer come <br /> before us. Alright. <br /> With respect to the rest of this , would you like to <br /> summarize it , or. . .and see if we have any more questions for <br /> Mr. Sewake? <br /> SEWAKE: I think. . . for your questions , most of the <br /> important things are covered, and I don' t want to bore you with <br /> meeting this long (inaudible) . <br /> BETHEA: Well , would the commission members like to take a <br /> few minutes and glance through the remaining submission and see <br /> whether or not they have specific austions?
