couple of minutes. <br /> I have a question on page 6. <br /> SEWAKE: Okay. <br /> BETHEA: When you' re talking about financing a capital <br /> improvement project. <br /> SEWAKE: Uh-huh. <br /> BETHEA: In the second paragraph, it says , at the present <br /> time this was (inaudible) amounts to approximately $2 million <br /> annually. You don' t mean annually, do you? <br /> SEWAKE: Annually? Yes. <br /> BETHEA: Well , if you set aside 15% of operating revenues <br /> with $3 .4 million of annual operating revenues , then what . . . <br /> SEWAKE: You mean 15 . . . <br /> BETHEA: When you said operating. . .oh, I see what you mean. <br /> SEWAKE: Well , $3 . 4 is the 1978 . . . that was just a <br /> comparison of ten years ago and now. Also, in revenue, now is <br /> $8 .7 million. so 15% of that is still under $3 million, which <br /> is what we set aside for repairing the (inaudible) . <br /> CUSHNIE: Mr . Chairman, I have a question. Mr. Sewake, it <br /> seems that the County and the state is moving towards a <br /> philosophy that water is the life blood of the islands . The <br /> agriculture is dependent on it certainly, housing and small <br /> produce farms and. . .do you feel you' re getting complete <br /> geration <br /> coop <br /> from different agencies that affect and impact your <br /> water? I 'm thinking specifically of refuse dumps , through <br /> Public Works , EPA monitoring, leaching into the water system, <br /> since we have such a closed system. Would you like to see more <br /> control over these extraneous . . . <br /> SEWAKE: Well . . . <br /> CUSHNIE: . . .areas. <br /> SEWAKE: I think there are many regulations now control- <br /> ling waste, but let me make some comments on what is in the <br /> works right now and has been for the past many years. <br /> Most of our water resources comes from the heavy rainfall <br /> area, which is the watershed (inaudible) 1 , 000 feet to 3 , 500. <br /> And this is controlled by the State Land and Natural <br /> Resources.
