JUVIK: And just one last follow-up question on the <br /> wastewater question. If . . .and here I 'm just interested in the <br /> potential role of the other players in the County, the mayor , <br /> and particularly the County Council , if in the assessment of <br /> the costs of let ' s say these large wastewater treatment systems <br /> that are being put on. . . that are going to be put onto the <br /> island, and you brought up the point of the fact you can' t <br /> meter your wastes , but in fact you can meter the water the <br /> people are given and most of that water is given out is <br /> wastewater. Could you see a possibility where the Council , <br /> say, well , one of the ways we could pay for these waste <br /> treatment systems is to assess a surcharge on water used? That <br /> would be. . .that surcharge would be used to do away. . . to clean <br /> that waste up, however it went and however it would be <br /> cleaned. Now the Council couldn' t do that . It would have to <br /> be done through the commission, is that right? <br /> SEWAKE: No, the Council can. In fact , the Council had <br /> (inaudible) . A lot of the. . .the sewer bill is based on the <br /> water use, and we provide information to the County on the <br /> (inaudible) . <br /> JUVIK: Thank you. <br /> BETHEA: Are there other specific questions from <br /> commission members? <br /> L'ORANGE: General observations? Responsible. . .could be <br /> questions that follow. . . I don' t want to get into question. . . <br /> BETHEA: Well , make your observation. <br /> L'ORANGE: Okay. I think this is an excellent report; it <br /> gives a clear picture of the department. And I think it would <br /> be very helpful for us if testimony similar to this could come <br /> from the other departments, and it could be circulated prior to <br /> the meeting. Then we 'd have a chance to read it , ask <br /> intelligent questions and it would save us a lot of time here. <br /> I mean, this is really good though. Thank you very much. <br /> BETHEA: It is a very good suggestion. Can you write that <br /> on a check list for me of things to do. Just one question.
