The initiative and the referendum. <br /> VAN DYKE: Well , 11 . 2 in the version I have says it ' s <br /> deleted. <br /> BETHEA: Oh. <br /> VAN DYKE: Deleted in 1982. <br /> BETHEA: Then I have an old copy of it. <br /> VAN DYKE: The version I got out of our library simply has <br /> a couple pages inserted with a new chapter. . .new Article 11 , <br /> 11 . 2 deleted. <br /> OMONAKA: It ' s on the last page (inaudible) . <br /> BETHEA: Oh, yeah. There ' s an insert here. <br /> VAN DYKE: Was this a major issue in 1982 or was this . . . <br /> OMANAKA: It had to do with. . . originally the Charter did <br /> not go by for initiative on things such as budget , so I think <br /> the initiative changes that . . .you can allow an initiative on <br /> the budget (inaudible) . <br /> VAN DYKE: Has there been any such initiatives? <br /> OMANAKA: Only to change the Charter (inaudible) . <br /> VAN DYKE: But since ' 82 , have there been any budgetary <br /> initiatives? In California, of course. . .there' s been plenty of <br /> budgetary initiatives that . . .having to do with taxes and so on, <br /> which are. . . created a lot of chaos and so, I think that <br /> limitation was put in simply because budgetary matters tend to <br /> be the sort of things that seem to lend themselves better to <br /> the legislative give-and-take, whether (inaudible) totally up <br /> or down situation on an initiative. So, this is a definite. . . I <br /> don' t know what the percentage of the vote was , but it must be <br /> something that is faithfully foreclosed by that election. Of <br /> course, you may want to reconsider. <br /> OMANAKA: One other question. <br /> BETHEA: There were something like 40 or 50 initiative <br /> items on the last California budget. I would just make a <br /> general comment to the commission. How many people here can <br /> remember the items that were on the ballot of the last <br /> election? You know, it shows that. . . I mean, if you had to sit <br /> down, you all looked at it , probably some of you understood it <br /> maybe at the time, but you can' t remember it now. <br /> 114 <br />
