SEWAKE: Yes , the gross portion of the capital <br /> expenditures. <br /> BETHEA: The what? <br /> SEWAKE: The gross . . .the gross. <br /> BETHEA: Yeah, okay. <br /> that , whatever <br /> So Iguess we. . . our philosophy is <br /> SEWAKE• <br /> benefits the customer , the customer should pay; and these are <br /> replacements , or anything that can give. . .would give them <br /> better service like better water quality and so forth. <br /> However , if (inaudible) broke, then expansion of the system, <br /> that should be financed by either the developer or some other <br /> government agency that is interested in floats. And that ' s <br /> where the state is coming in, source development, and <br /> developers have free facility charges for expansion. <br /> BETHEA: Let me follow up. . .one follow-up question, Dr. <br /> Juvik, then I ' ll come back. On this capital funding, does the <br /> Department of Water Supply as a semi-autonomous agency, do its <br /> own lobbying with the state for these monies , or is it part of <br /> the County package, or exactly what happens that enables you to <br /> get these. . . this money from the state? <br /> SEWAKE: For the most part , we have been on our own, <br /> although we kind of communicate with the County whenever we <br /> have to priortize our budget. For example, if the Legislature <br /> asks us to priortize the County' s. . .total County' s requests , <br /> then we would work with them. <br /> BETHEA: So that the main source of capital funds is from <br /> the state Legislature. . . <br /> SEWAKE: Yes . <br /> BETHEA: . . .and developed by the department itself? Is <br /> the commission active in that , or is it really the managerial <br /> staff? <br /> SEWAKE: Mostly the managerial staff. And also, what we <br /> do is , we try to work with Land and Natural Resources to get <br /> our water monies through the Governor ' s budget. Well , it has <br /> to be approved by the Legislature anyway, but those are the two <br /> ways that we get the funds. <br /> L'ORANGE: May I please follow up on. . .what Bill is <br /> talking about is that there was a lot of money coming from the <br /> state, put in the system. But in the last few years , it ' s been <br /> less and less money. There is still some money coming but <br /> historically the state did the capital improvement and the <br /> 94 <br />
