BETHEA: So, is this controlled by state law? <br /> McCLURE: Yeah. <br /> BETHEA: Well, with respect, for example, to the fuel <br /> tax, the amount of that tax is set by the County Council. <br /> ONO: That ' s correct . <br /> BETHEA: The weight tax, is that set by the County <br /> Council? <br /> McCLURE: Yes . <br /> BETHEA: Now, the PUC, the public utilities franchise <br /> tax. . . <br /> McCLURE: Set by state statute; we get 22% of their <br /> gross . <br /> BETHEA: Well, the public experience I think has been <br /> that this fund is not adequate to casually maintain the <br /> County road system. Do you have any suggestions to resolve <br /> that problem? <br /> ONO: I sure do. In May or 1986 we completed a study, <br /> it was done by Bruce and myself, to again to find out why we <br /> can' t do our job the way the statute says we 're supposed to <br /> do it . We have 100 and. . .a total of 158 people being paid <br /> for out of the highway fund, with our current road inventory <br /> as it was in 1986 . We evaluated that we would need 201 <br /> people, so we were short by some 50 people, and a budget of <br /> what $13. 5 million dollars a year. We ' re working presently <br /> with a budget that is nearing $7 million dollars a year. So, <br /> there's a. . .we "were working with about 507 ofwhat we need to-do a <br /> complete and adequate highway maintenance program, including <br /> the recycling. resurfacing of roads that should be done once <br /> every 15 years . <br /> BETHEA: Well do you have any specific suggestions of <br /> how that could be. . . <br /> ONO : No, I don' t . <br /> JUVIK: Excuse me. Do you have any idea of whether. . .a <br /> question of County liability for poorlymaintained roads has <br /> been a factor in successful litigation against the County? <br /> ONO : Would you repeat that question, please. <br /> JUVIK: I 'm just wondering if the inability of the <br /> County to maintain these roads to whatever standards you <br /> 137 <br />
