To develop and submit operating budgets, operating programs, <br /> capital budgets, capital programs and pay plans to the County <br /> Council . <br /> To approve, veto, ensure the execution of or otherwise act upon <br /> ordinances passed by the County Council . <br /> To enforce the provisions of the County Charter, the ordinances <br /> of the County and all applicable laws. <br /> To take other actions permissible under law to ensure, the <br /> successful operation of the County of Hawaii and further the <br /> best interests of the public. <br /> MANAGING DIRECTOR <br /> To assist the Mayor in performing all functions described <br /> above, and to serve as the Mayor ' s principal management aide. <br /> To fully or partially assume the responsibilities of the Mayor <br /> during the temporary absence or disability of the Mayor . <br /> To initiate reports, investigations or prescribe standards of <br /> administrative practice and supervise the administrative <br /> functioning of the Department of Public Works, Department of <br /> Parks and Recreation, Fire Department and other agencies that <br /> may be enumerated by law or designated by request of the Mayor . <br /> To perform all other duties required by the County Charter or <br /> assigned by the Mayor . <br /> DEPUTY MANAGING DIRECTOR <br /> To serve as the principle management aide to the Managing <br /> Director. <br /> To prepare reports, initiate special projects, conduct <br /> investigations and perform other administrative duties at the <br /> request of the Mayor or Managing Director . <br /> To operate as the County' s primary on-site administrator and <br /> Mayor ' s Office representative in the West Hawaii area, and to <br /> advise the Mayor, Managing Director and executive agencies on <br /> matters of particular interest within that area . <br /> MAYOR' S OFFICE STAFF <br /> To advise and assist the Mayor and Managing Director in <br /> performing the functions previously described. <br /> To provide administrative technical , secretarial and clerical <br /> support for all operations within the Mayor ' s Office. <br /> 490 <br /> -2- <br />
