Their ad- <br />ministrator is basically an accountant <br />and purchasing agent. This approach <br />may prove useful as an interim solu- <br />tion, for it enables a reluctant county <br />gradually to accept the idea of a non- <br />elected chief administrative officer. <br />Recent local legislation approaches <br />the concept of a manager/administra- <br />tor in the classical strong manager <br />plan. For example, a local act passed <br />for Lowndes County creates the office <br />of county manager who serves at the <br />pleasure of the board of commission- <br />ers, prepares the budget. appoints and <br />removes most county personnel previ- <br />ously hired and discharged by the <br />board, executes laws and ordinances, <br />supervises and regulates county pur- <br />chases.
