Program) . <br /> a. The recent Constitutional amendment that provides for <br /> a five day, mid-session break reduces the time for us to <br /> finalize the budget to be submitted to the council. However, <br /> this is not a big problem. <br /> b. We prepare a six-year operating program instead of <br /> the required three in order to cover the same time period <br /> of the capital program and integrate the two. <br /> c. In addition to the five items required in Sec. <br /> 10-2 (a) , we also submit proposed ordinances for the <br /> operating budget and the capital budget. <br /> d. In Sec. 10-2 (d) and Sec. 10-7 we prepare a limited <br /> number of copies of the full budget and make summaries <br /> available. for general distribution° <br /> Finally, the mayor has asked me to submit some short proposals <br /> of major significance in order to be sure that they are on the <br /> agenda for discussion during your proceedings .
