If the city manager presents his <br /> program and thereby draws up the budget, is he working more <br /> closely in this with the council or mayor? <br /> • <br /> Markey: It depends on the role of the mayor. In a true <br /> city manager form, the mayor is just another council member® <br /> He is not a full-time executive. The mayor is just the spokes- <br /> man for the council . When certain <br /> standards are set up, if the charter says so, then tie are <br /> presented to the council as policy. Once the policy has been <br /> set, it is the City Nanr ger' s business to carry it out <br /> Node: Actually, there is only a one-way che.ch--in the sense <br /> that there is no administrator with the power to override or <br /> veto any council action. It depends on whether <br /> the jurisdiction separates its capital improvement budget <br /> from its general budget. It will depend on what the council <br /> says to the city manager—whether to set up capital improve- <br /> • ment budget for the next 10 years , or a year to year basis . <br /> Kawahara: Could you cite some examples where they do set <br /> up this vast capital improvement program? <br /> Markey: Los Angeles sets up capital improvements on a 10- <br /> year basis . A capital improvement budget should be a long term <br /> thing, so it depends on policies of the city and county <br /> Capital -improvements cost a lot of Money , and you have to <br /> plan to spend that much money. • <br />
