I think it is very necessary that we don ' t <br /> have the little hooky, hooky in a small body such as a seven <br /> or nine member body. I think it is very necessary to work <br /> all of the units in a common purpose. So I think it all <br /> should come up at one time with no staggerization because the <br /> numbers are small . <br /> MR. ISI-IItDA: What would you say to the argument that there <br /> would be some kind of accountability to the residents if there <br /> was an election every two years? I think there has been some <br /> concern raised that under the present form where all nine <br /> council members are elected at the same time, that after the <br /> one election one has to wait four years before the council <br /> members are accountable to the residents. <br /> MAYOR MATAYOSHI : Well , as you know, in the present charter <br /> we have this initiative kind of referendum situation that as <br /> the present charter reads. If there is anything that you want <br /> to bring up there is this mechanism that is already in the <br /> present system. As far as the idea that the council members <br /> are not being responsive to the constituents , I don ' t know. <br /> You are going to hear all kinds of things ; -if he doesn ' t <br /> agree with the group that is now vocal then the councilman <br /> is wrong. This is a basic thing. If people have not elected <br /> that person , you don ' t know. Maybe some of the silent majority <br /> elected still remain. But only by looking at the newspaper <br /> and saying that everybody screaming and yelling the loudest is <br /> the majority, I think you are making a big mistake. If there <br /> is any instance of any particular issue that is very important <br /> and people feel it is important then the present charter does <br /> give the mechanism, for which I have no objections , by the <br /> way. In, ;;f act, I would agree with it. I have no objections <br /> at all of the present charter setup, with initiative. <br /> MR. TRULSON: Mr. Mayor, in the present charter there are six <br /> councilmenekected from-:districts. Six districts and three <br /> at large. And you are proposing five. Have you thought out <br /> or put down how those five districts would be separated? <br /> MAYOR MATAYOSHI : Let me explain. The present six, as you ' ll <br /> recall , is by residence. One has to be a resident and runs <br /> at large. Okay? So, in other words , a person running out of <br /> the greater Puna District, Tom Fujii , he must be a resident of <br /> the district but when he runs he runs completely at large. <br /> Everyone votes for him, both the Second and Third nistrict. <br /> What I am proposing here is that they don ' t have that situation. <br /> We would run exactly as the House would. The First Rep :eeentative <br /> D.istti'ctwould have,-one-representative. The Second Representative <br /> District would have two within the district, itself. And the <br /> Third Representative District would have one and the Fourth <br /> Representative District would have one. So you have a total of <br /> -9- <br />
