Seconded by <br /> Mr. Schutte and unanimously carried. <br /> APPROVAL ( 1) AMENDED RULES OF PROCEDURE. <br /> FOR ( 2) RESCHEDULING OF PUBLIC HEARINGS. <br /> PUBLICATION: <br /> The Chair called upon Mr. Stuart Oda as the <br /> attorney for the commission to explain the procedure. <br /> MR. ODA: Mr. Chairman, I have taken the <br /> liberty of making some changes to the Rules of 'Procedure that <br /> was originally in effect for this commission. Primarily to <br /> Section IX on page 3 of the original Rules of procedure which <br /> is on the matter of public statements. <br /> The reason that I made, and are making, some <br /> recommendations to this commission is that in effect all rules <br /> of procedure that affect the public ' s right to speak before <br /> this commission or any public agency has to go through a <br /> publication procedure. If we are going to do that I thought <br /> that it might be best if we clarify the original section by <br /> adding a number of provisions in there which you will see on <br /> the so-called revised page 3 which was handed out by <br /> Mrs. Carnett. <br /> The notice of public hearing on the rules <br /> of procedure has to be published in the Tribune-Herald and <br /> 20 days have to pass before the public hearing can be held <br /> to approve the rules of procedure. <br /> Now, assuming it is approved after the <br /> public hearing, the public hearing of course would be for the <br /> purpose of having the members of the public who have any <br /> comments to make about the rules of procedure make their <br /> appropriate comments at that time. Assuming it is approved <br /> after that then the mayor would have to sign the rules of <br /> -24- <br />
