If I understand the rationale of the prior Charter <br /> Commission, one of the reasons why the police commission was <br /> created was if at all possible to get away from politics as <br /> far as the police is concerned. I think they were somewhat <br /> apprehend e as to putting all of the law enforcement body <br /> strictly under the power of the Mayor. Do you see any problem <br /> in this? <br /> MR. ZUZA`K: / Yes , we understand that that was <br /> the case back in 1967, ' 68 when they were drafting the ordi- <br /> nance, rather the charter. Possibly there are many differ- <br /> ences that have occurred in the past decade that have changed <br /> the circumstances that existed prior to the adoption of the <br /> County Charter. <br /> MR. ISHIDA: Would you be even more specific? <br /> MR. ZUZA..K: / From what we understood in the <br /> past that there was a great concern about placement of the <br /> authority in the hands of one individual and that is why they <br /> created the various commissions and they felt thatby creating <br /> the commissions they were enabledto obtain the approval of <br /> the public by which the charter was adopted . That it was a <br /> form of checks and balances that they needed at the time that <br /> the Charter Commission recommended the charter which was <br /> finally adopted. They had submitted two, previously, that <br /> had not been carried by the populous. The third one did, <br /> fortunately, pass . And that isthe charter we are talking <br /> about. That was one of the very significant factors that <br /> they considered were the various commissions. It is the <br /> feeling that the circumstances that existed in those days do <br /> not necessarily exist today. <br /> MR.
