CADINHA: . You stated some facts, <br /> initially, about the percentage increase in budget and the <br /> fixed charges, etc. Would you just happen to have the <br /> statistics on what our revenues looked like over the last 10 <br /> years? With the tax revenue increase? Would you have that <br /> handy? If you have it handy, fine. <br /> MR. MOSS: Basically, of course, I think, you <br /> could say the government spent not only everything they took <br /> in but considerably more. Starting in 1968 the total operating <br /> revenue of the county was $11 and a half million ; in ' 69 , it <br /> was $13 million.; $14 and a quarter; $17; $18 and a half; $23 ; <br /> in 1974 now, we are up to 1974, we are up to $23 . 7 million ; <br /> ' 75 , $27.11.; ' 36, $32.8 and ' 77, $37. 1 and if I remember 1978 <br /> was around $38-$39 million. <br /> MR. CADINHA: Up four times. <br /> MR. MOSS: If you correct those for inflation <br /> it doesn ' t look like quite such a rapid rise. As I said , the <br /> population increase, what was it20%2 The population increase <br /> 27%-which is a solid number. The employees went up 65%. The <br /> operating expenses went up 100% even corrected for the rate of <br /> inflation. The debt service went up 120%. Actually, the debt <br /> went up by a factor of 4. It went from $10 million to $40 <br /> million . <br /> MR. CADINHA: One last question. I notice you <br /> gentlemen did not include the recallprovision in your recom- <br /> mendations. <br /> MR. MOSS: I 'm sorry.- I forgot that, com- <br /> pletely. <br /> MR. CADINHA: Did you want it? I was wondering <br /> why ,you left it out. <br /> MR. MOSS: Oh, yes , we think that the restric- <br /> tions on recall , I mean on initiative and referendum, should be <br /> removed so that if the. . .I dont think it has ever been used. in <br /> this county--but 'trr4' the final recourse of the voters. If <br /> theyare upset about financial matters they should be able to <br /> take it to initiative and referendum, I think. <br /> MR. CADINHA: And how about removing officials? <br /> How about removing elected governmental officials through recall? <br /> MR. MOSS: That isn ' t in the charter at the <br /> moment and I don ' t think we have really considered it. I can ' t <br /> give you an answer on that at the moment. <br /> MR.
