MR. TRULSON: Mr. Moss. I have two questions. <br /> I was just going over your figures regarding redistricting and <br /> composition of the council and I can only think back. at what <br /> has happened. I can ' t look into the future. But, based on the <br /> representation by district: that you9:have set up, I would see a <br /> lot of 6-3 voting, and I notice you have done 'away with the <br /> at-large. Isn ' t the at-large councilmember there to do away <br /> with localized ideas so that if you get' up an issue it will not <br /> be localized if you have the at-large councilmembers to sort of <br /> offset that? There again I kind of look at that as kind of a <br /> check and balance type of thing. If you look at. the makeup <br /> the way it is--District 2 is always--to be realistic about it-- <br /> you get 371/2% of the voters in District 2 and you are going to <br /> have 3 councilmen. All the outlying district has 6 more. To <br /> me, I look at and see a lot of 6-3 voting. I hope I would be <br /> wrong but I see that sort of setuppW, Did you consider that at <br /> all when you were developing this plan? <br /> MR. ZUZA,K We 've never had that come. °up yet, <br /> as a matter of fact. In all of our discussions, that is the <br /> first time that has been brought up. That there would be a <br /> possibility. It doesn ' t seem that it would be very much <br /> different than it would be today. <br /> MR. MOSS: Your at-large people all come from <br /> that district. <br /> MR. ZUZAK: . The requirement is that they have <br /> a home district. Now the districts we are talking about, as <br /> you know, are not these districts. This is a representationship <br /> district where the other is a, geographical district. They must <br /> have a home district and that is the only difference. <br /> MR. TRULSON: We have had some other parities <br /> here ,f0.6 redistricting and they put them into legislative <br /> districts. <br /> MR. ZUZAK` : That ' s what these are, sir. <br /> MR. TRULSON: But they have also retained the <br /> at-large. Some have said two; some have said four. <br /> One other question. It was in your letter of <br /> February 25 butyou didn ' t mention it in your presentation <br /> today and that is the staggered elections. I 'd like a little <br /> more input on that if you please. <br /> MR. MOSS: We feel that a staggered election <br /> basis would provide a continuity within the council so that you <br /> don ' t have a completely green bunch of- that has to organize <br /> themselves. That have to ,earn- rlgtit from word one. AllZbhe <br /> timeyouwould have some people who have been there for at least <br /> 2 years and learn the ropes. I 'm not going to say the stag- <br /> gered election is a big thing- that I wpuld say we've got to have <br /> it, absolutely. But I think it would be a very nice thing and <br /> also it would tend to make people more aware of their govern- <br /> ment if every 2 years they elected one of their representatives <br /> - 21 <br />
