ISBELL: It ' s the Hawaii Revised Statutes <br /> with the appendix of the county charters in it. It is what <br /> we 've been using to study from. <br /> It says ( a) "if the unexpired term is less than <br /> one year, the remaining members of the council shall appoint as <br /> a successor, a person of the same political party" that as you <br /> just read.
