So I think <br /> within the department any sort of balance between classifi- <br /> cation of expenditures within an executive agency, fine. <br /> But between departments, no, I think that is where problems <br /> come. <br /> MR. TRULSON: Should the council have the <br /> prerogative to transfer funds between agencies? <br /> MAYOR MATAYOSHI : No, I don ' t think so. I <br /> think otherwise you would be frustrated in your efforts. <br /> Example, now, this is not happening, but if you use an example <br /> it has to be quite qualified. So if there isn ' t <br /> a council change at the election point, suddenly their votes <br /> swing the other way. , All your efforts go down the tube, you <br /> have no continuity or the achievement of the goal. What <br /> people would like to be called down on or pat on the back for <br /> is achievement of a goal , right? <br /> In the R & D, research and development, and <br /> this SATW in particular have been working with the varied <br /> divisions on it and everything is coming out very nicely on <br /> it. Now I am sure, in October, if it all goes well , and we <br /> get good response. . .it is really an accomplishment. . .we cannot <br /> as government officials give any compensation for work well <br /> done except a pat on the back, right? Because there is no <br /> bonus system like industry may have. But certainly a pat on <br /> the back for having achieved that goal with the amount of <br /> money that is available. But you could frustrate it by <br /> cutting it off at any point, as an example, and I 'm not saying <br /> this is going to happen. Just an example. <br /> -14- <br />
