And assuming, to <br /> carry your point one point further if you are saying that to <br /> leave the at-large candidates, let ' s say, assume you have two <br /> at-large candidates, one from districts 1 and 2, shall be a <br /> resident from district 1 and 2, one from 3 and 4, I would still <br /> u <br /> still le al right? You don ' t have to put <br /> think that that is legal , . <br /> precincts 11 through 14 into district 3 and 4 if you don ' t <br /> want to. All I am suggesting is that if you are going to <br /> break it up, if you want to give it at least a greater degree <br /> of objectivity, then you can break up the precincts and throw <br /> it into the second group of districts 3 and 4. <br /> MR. SCHUTTE : That is in this case as you <br /> describe of splitting the East and West and making it as <br /> evenly as possible it would be better to take these four <br /> different precincts and add them to district 3 if you are <br /> going to come out even numerically. <br /> -5- <br />
