As I say, I am not really <br /> hung up on how you do it but I know as a citizen that if some- <br /> thing happened to my particular councilman, and he couldn ' t be <br /> there for six months, I would certainly like to have someone <br /> there representing myself and the rest of the community. Again, it has nothing <br /> to do with personalities because ten years from now we are <br /> going to have different people. We are going to have a <br /> different appointing authority. The point is that is exactly <br /> what you have. You have a political entity appointing people <br /> to review the document which that particular entity functions <br /> under. In other words, ten years down the road from now some- <br /> body could stack the deck so to speak and there is no way <br /> that the people can do anything about it because it is written <br /> into the charter presently that they are appointed members. <br /> So I think that if we are really interested <br /> in good government that we need to do something about this <br /> sort of thing. It will be up to you to see if you have the <br /> courage to do it or not. But I really believe that this is <br /> where our government starts.
