MR. MOSS: This is one of those questions that <br /> i .waited to defer to one of my colleagues , Mr. Frank Zuzak. <br /> I would like him to answer that. <br /> MR. CADINHA: Is it the same chart that he <br /> presented to us in Hilo? If so, I see no reason to go into it. <br /> MR. MOSS: Yes , we have not changed our views <br /> on that at all . <br /> MR. TRULSON : Mr. Moss , regarding the nine <br /> districts based upon the ' 81 census or on residency in the <br /> districts.. . Every ten years there is a census , or say that there <br /> would be a census in ' 91 , you would then feel that the districts <br /> may be again realigned, based upon the census? <br /> MR. MOSS: Yes , I do, very much so. Incidentally, <br /> the districts come out based on present population and present <br /> voters , you get districts along the traditional lines of division <br /> of the island. For instance, North Kona makes up just about one <br /> good district. South Kona and Ka' u make up the second one. <br /> Puna just about makes up the third. Hilo, the City of Hilo itself, <br /> divides quite nicely into four districts. Harnakua and North Hilo <br /> make one district and North and South Kohala make one district. <br /> They are fairly close in population. I don ' t know what will <br /> come out of the 1980 census , by any means , but it isn ' t going to <br /> mean a major realignment, it isn ' t going to upset the traditional <br /> district thinking of the island, as far as I can see at this time. <br /> MR. TRULSON : What is your opinion regarding the <br /> district makeup as to registered voters or as to residency? <br /> MR. MOSS : I believe, in general , that election <br /> districts are done on the basis__of_ the _census population. I 'm <br /> sure that is the way it ' s done in Honolulu. I think that is the <br /> way it is done generally speaking in the other states. <br /> MR. TRULSON : The reason I asked is that we have <br /> had that proposal before us and wondered whether you had thought <br /> about it. <br /> MR. MOSS : Since there was a lot of argument about, <br /> a lot of uncertainly about how fast various portions of the island <br /> have grown, '.i looked at the registered voters as one way of <br /> dividing up districts. It follows pretty much the general <br /> population anyway. <br /> MR. CADINHA: With respect to your Sunset Law <br /> suggestion, how would you structure such a law, how do you see <br /> that written? <br /> MR. MOSS: Frankly,' at the moment, I am not pre- <br /> pared to really talk on that , Mr. Cadinha. <br /> MR. JONAH ROSENTHAL: ( audience) What does it <br /> mean , the Sunset Law? <br /> -8- <br />
