MR. MOSS: Sunset Law calls for a mandatory <br /> review of all programs of the county government at, say, three <br /> year intervals so that the ones that are non-productive or <br /> archaic can be discarded and you strewn' ine and concentrate on <br /> the things that you want to do now rather than what somebody <br /> else thought should be done four, five,, six, seven, ten years ago. <br /> MR. ROSENTHAL: It ' s a /review by the council <br /> itself? <br /> MR. MOSS: Yes, that is correct. <br /> MR. ISHIDA: Mr. Moss , in your statement you <br /> stated that the mayor should be concerned more about administrative <br /> affairs and the council for the policy. Has your committee;_by'r ._, <br /> '_defi-filtion?, determined what is considered policy and what is <br /> considered; administration? <br /> MR. MOSS: That ' s areal problem. <br /> MR. ISHIDA: As it is now, as the charter is <br /> written now, do 'you see any problem that there are certain areas <br /> where the mayor has 'po1 cy _author:ity and the legislature does not? <br /> MR. MOSS: No, I don ' t. I think the present <br /> charter is pretty clear. It doesn ' t really say the council sets <br /> policy but it does charge the mayor with administering the <br /> departments and I would think that general overall policy is a <br /> pretty clear matt-el' as opposed to just the administration of the <br /> departments,. <br /> MR. ISHIDA: What Iam getting at is if that is <br /> your committee' s objective then as far as your specific recommen- <br /> dation as far as streamlining department heads—Or -maybe what my <br /> question should be where in the charter do you recommend <br /> changes to effect this policy-administration division?' <br /> MR. MOSS : I think you redefine the county <br /> departments and consolidate them along the lines of the chart' 'that <br /> we gave you previously and place them under the managing director <br /> and the deputy managing director to administer with the mayor on <br /> top of the pyramid. Again, I think this is something Mr. Zuzak <br /> is' much better prepared to talk about than I am. <br /> MR. ISHIDA: Since your committee will be sub- <br /> , mitting a written report maybe that can be covered at that time. <br /> MR. MOSS : Yes, sir, we will. <br /> CHAIRMAN SAKATA: Thank you, Mr. M6ss .
