Hawaii Police Commission <br />Regular Session Minutes <br />November 16, 2018 <br />Page 2 <br />Personnel Report: Deputy Chief Bugado reported that Major Thomas will be replacing <br />Assistant Chief Marshall Kanehailua in Administration. The 88th recruit class is in field <br />training. The 89th recruit class will start work on December 3. Ten officers will be <br />promoted to sergeant on December 1. The North Hilo and Hamakua stations will <br />merge on December 1. The beats will remain the same, and the supervisor will be <br />responsible for both North Hilo and Hamakua. They will be doing mock assessments <br />for CALEA accreditation. Assessors are coming over for several days and will <br />interview personnel. They ordered 10 blue and white vehicles but only received a <br />couple. The rest are on back order. <br />Finance Report: Deputy Chief Bugado reported that their target expenditure for <br />October 31 is 37.5%; they are at 39.56%. Cash -in -lieu payments for retirees as of <br />November 1 was $239,558. This is unbudgeted and comes out of Salaries & Wages. <br />• Commendations of Sworn and Civilian Employees: Deputy Chief Bugado reported <br />receiving 3 commendations involving 4 personnel since the last meeting. <br />UNFINISHED BUSINESS <br />Correspondence No. 18-04, from the Hawaii County Charter Commission requesting input <br />as to how the Charter affects its role and operations within the county and any proposals it <br />may have to amend the Charter. There were no recommendations for changes, and the <br />Charter Commission will be notified of this. <br />CHAIR'S REPORT ON OTHER COMMISSION ACTIVITIES AND INTERESTS <br />Chair Hendricks reported that the commission will vote on a Chair and Vice Chair for 2019 <br />at the next meeting. <br />EXECUTIVE SESSION (Closed session.) <br />Commissioner Buckman motioned to meet in executive session to consider charges <br />against officers or employees of the Hawaii Police Department, to consider sensitive <br />matters relating to public safety, and may consult with Corporation Counsel on questions <br />and issues pertaining to the commission's powers, duties, privileges, immunities, and <br />liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13- <br />20 (b). Commissioner Paiva seconded, and it carried unanimously. Executive session <br />convened at 9:33 a.m. <br />Regular session reconvened at 10:53 a.m. <br />ACTION ON INVESTIGATION OF COMPLAINTS <br />• HPC 18-22: Complainant alleged that an officer's report of his assault was incomplete. <br />Commissioner Paiva motioned that there was insufficient evidence to prove the <br />complainant's allegations. Commissioner Pasco seconded, and it carried unanimously. <br />
