You could pass rules to do that, but <br />8 then you would also have to comply -- if this passes, <br />9 even if you have it in your rules, you would have to <br />10 follow this as well, which I think maybe you could do <br />11 both. <br />12 MR. CAMPBELL: Charter amendment supersedes <br />13 the rules. <br />14 MS. SELF: Yeah. <br />15 MR. FRATINARDO: Right, right. <br />16 MS. SELF: But I think your rules could be <br />17 set up to where you would do both. You could follow <br />18 both, depending on what your rules say. <br />19 MR. PAVAO: Mr. Chairman, if I might, for us <br />20 to pass this for the sole purpose of circumventing the <br />21 charter amendment and not complying with what the <br />22 amendment says, I really don't think that's in the best <br />23 interest of this Commission.
