HIGGINS: Whether they are far along on <br />5 their budget or not is important, but what is also <br />6 important is for us to do a little more digging than we <br />7 did last time. <br />8 CHAIR: Which is -- <br />9 MR. HIGGINS: Last time, basically, we said, <br />10 "Can we afford this?" "Oh, yeah, we have a side fund, <br />11 and we can do it." <br />12 I'd like to dig a lot more. Most economists <br />13 in the world today are looking for a slowdown in the <br />14 economy. That is globally. That is U.S. And for sure <br />15 even the University of Hawaii economists recently -- <br />16 and the local banks -- have all said that the Hawaiian <br />17 economy is going to slow down, maybe dramatically, for <br />18 this year. <br />19 So, with that this mind, I'd like -- there's a <br />20 lot of questions I would like to pose to the Finance <br />21 Department regarding that. Exactly what are they going <br />22 to be using as an example in their projections?
