JACKSON: Yeah.
<br />IKEDA: And, that's why I'm saying it's kind of an overkill. We are requiring the developer to
<br />do things which we ourselves wouldn't do for ourselves. So, we seem to be punishing the
<br />developer. That was my concern.
<br />JACKSON: Okay. I know staff from Public Works isn't here today, but I did talk to this—talk
<br />to them about this, and they said that the reason that they ask for the entire right-of-way to be
<br />paved is they can't, they can't take on dedication of a portion of a right-of-way if the General
<br />Plan calls for 80 feet. That's the ultimate right-of-way that the County should end up with. And,
<br />Public Works wants
<br />IKEDA: No, I understand that. My concern was curbs, gutters, and sidewalk.
<br />JACKSON: Yeah. So, what they explained to me is that if you don't grade the entire right-of-
<br />way and you only grade the portion, a smaller portion that's going to
<br />IKEDA: No, that's not what I meant. I meant that I can understand where they're going to
<br />grade the whole 80 feet like they promised.
<br />JACKSON: Okay.
<br />IKEDA: But, why are we requiring them, you know, to put in the curbs, gutter, and sidewalk.
<br />You know, the
<br />JACKSON: —Okay, I understand.
<br />YEE: Originally, when—when, with the original ordinance were they required for curb, gutter,
<br />sidewalk on Ponahawai? Were they?
<br />IKEDA: Yeah, but like I said, you know, when you look at it now, because I live in that area,
<br />and Mohouli Extension was made by the government, and we don't have any curbs, gutters, and
<br />sidewalk. Why didn't we as a County put in curbs, gutters, and sidewalk instead of—if we set
<br />the example by doing it, I can understand, but we ourselves didn't do it.
<br />YEE: My quick answer would be I wasn't here at the time, and I certainly would have
<br />advocated for Mohouli to be curb, gutter, sidewalk. II do want to back up, Commissioner,
<br />that, you know, there's been resolutions from the—from the Council around complete streets.
<br />From a planning perspective, we are trying to create communities that are walkable, etc. If if I
<br />allowed development to occur like it has in different places on this island and in Hilo, we would
<br />end up with communities that I don't think I want my kids to necessarily live in. I understand
<br />the rub with the additional costs, so as a whole, we've tried to approach this project, with the
<br />owners around balancing what can we give up and what do we ask for. So, you know, when we
<br />just narrow in on one condition, its absent of the other things that I've tried to provide as a relief
<br />to them within their project to try to make this work.
