No. 684-20 PLACE: Council Chambers Hilo, Hawaii TIME: 9:05 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 684-20, reports as follows: Resolution No. 684-20, transmitted by Finance Director Deanna Sako, via Communication No. 1000 dated July 2, 2020, changes the funding source of one Account Clerk position. This resolution allows for a contract position with the State Workforce Development Division to be retained as a permanent position by the County's Elderly Activities Division(EAD). A motion to move Resolution No. 684-20 to Council with a positive recommendation was made by Council Member Poindexter, and seconded by Council Member Richards. In 1985, the State of Hawaii, Department of Labor and Industrial Relations through a contract with the Department of Parks and Recreation,provided federal funding for one position under the Senior Training and Employment Program (STEP). The County of Hawaii was advised on May 28, 2020 of the closure of the STEP program and that the federal funding for this one Account Clerk will end. Elderly Activities Operations Director Roann Okamura addressed Your Committee noting that the STEP program was in operation for 44 years. She stressed that there is a great need for this position to be retained and funded through the Department of Parks and Recreation, as the EAD's Elderly Recreation Services and Special Programs continues to grow while being understaffed.
