eoat r`':1;j:•, <br /> • <br /> COUNTY OF HAWAII *: �''"- �� STATE OF HAWAII <br /> �TF OF*N;: <br /> RESOLUTION NO. 588 26 <br /> A RESOLUTION ACCEPTING A DONATION OF SPECIALIZED MEDICAL <br /> EXAMINATION SERVICES FOR THE FIRE DEPARTMENT IN HONOR OF THE <br /> LATE FIRE CHIEF KAZUO TODD. <br /> WHEREAS,Article XIII, Section 13-12, of the Charter of the County of Hawai`i <br /> (hereinafter"the Charter")provides that the Council, "on behalf of the county,may accept gifts <br /> of donations of money, securities or other personal property or of real estate or any interest in <br /> real estate"; and <br /> WHEREAS, Chapter 2, Article 30, Section 2-162(a), of the Hawai`i County Code 1983 <br /> (2016 Edition, as amended) (hereinafter"the Code")provides,in part,that"gifts or donations of <br /> money, securities, or personal property which fall within the capitalization procedures of the <br /> department of finance may be accepted by resolution approved by the council"; and <br /> WHEREAS,firefighters face significantly elevated occupational risks for cardiac disease <br /> and various cancers due to strenuous physical demands and repeated exposure to smoke and <br /> toxins; and <br /> WHEREAS,the National Fire Protection Association Standard 1582 (hereinafter, <br /> "NFPA 1582")represents the nationally recognized best practice for firefighter medical <br /> evaluations, including components such as stress electrocardiograms, full-body ultrasounds, and <br /> enhanced cancer screenings, which are not offered in the County's annual medical exams; and <br /> WHEREAS, 1582 Medical Group,based in Sparks,Nevada,provides mobile,NFPA <br /> 1582-compliant medical examinations to more than fifty fire stations throughout four states; and <br /> WHEREAS,the President and CEO of 1582 Medical Group, Paul Ganstrom,met the <br /> late Fire Chief Kazuo Todd at the 2025 Hawai`i Fire Chiefs' Conference and has generously <br /> offered to donate medical examination services in his honor and cover all travel, lodging, and <br /> other related expenses; and <br /> WHEREAS, 1582 Medical Group has proposed to conduct an estimated one hundred <br /> fifty NFPA 1582-compliant medical examinations across the span of ten days during July or <br /> August 2026,with one week on the Hilo side and one week on the Kona side of Hawai`i Island <br /> at no cost to the County; and <br /> WHEREAS, each examination will include the full NFPA 1582-compliant protocol plus <br /> an additional ultrasound screening package,with an estimated total value of$131,250; and <br /> WHEREAS,the Hawaii Fire Department(hereinafter, "the Department")will <br /> coordinate the hosting of the examinations at fire stations and will offer them first to the most <br />
