<br /> NANCY PISICCHIO Tel (808) 961-8266 <br /> Councdmember Fax (808) 961-8912 <br /> u <br /> COUNTY COUNCIL ~ <br /> County ojFlawat't f T' <br /> Nawau't County Bwld~ng <br /> 23 Aupunt Street ` <br /> HJo, Nawai'~ 96710 <br /> Febivary 8, 2001 <br /> MEMORANDUM <br /> TO Aaron Chung, Chair, Finance Committee and Council Members <br /> FROM Nancy Ptstccluo, Counctl Member ~ /~M ~ / O <br /> RE A Resolution to Authorize an Independent Eval ton of the <br /> Am~mal <br /> Control Program <br /> of the County of Hawatt <br /> At its meeting on January 23, 2001 the Fittance Corunittee voted to defer consideration of Resolutton No <br /> 20-0 I to order to allow revision of the resolutton to more broadly evaluate the County's animal control <br /> program <br /> Accordingly, I am submitting a new resolutton and Request for Proposals to response to the wishes of <br /> Counctl members As such, I recommend that we close file on Communication No 54 transmitting <br /> Resolutton No 20-01 to favor of consideration of this newly prepared resolutton and RFP <br /> For public health and safety, and for the well-bemg of ammals-both domesticated and feral-throughout <br /> our island, it is critical that the County of Hawatt provides for azumal control services Animal control is <br /> an essential function of local government In Hawaii, these services aze typically performed under <br /> contract by established hiimane orgamzattons <br /> Unfonunately, our ammal control progiam has received mconsistent support and direction for many <br /> years Meanwtnle, our shelteis are deluged with an exceptionally high intake of unwanted ariimals, <br /> overwhelming the ability of humane officers to provide patrol services and respond to nuisance <br /> complaints Many tons of euthamzed ammals are boned at oiir landfills every week Our spay/neuter <br /> subsidies lag far behind other counties A recent story by Hunter Bishop m the Nawati Tribune-Herald <br /> (attached) paints a grim picture of the duress of shelter workers trying to cope with all these problems <br /> Our Auditor's study recommends a professional and independent evaluation to guide our policy-makmg <br /> Our goal is to receive a complete, independent written performance evaluation by July of this year In <br /> soliciting an independent contractor, I propose that the Counctl appropriate 312,000 and obtain the <br /> services of a qualified evaluator in conforttiance with the provisions of our state procurement law <br /> I believe tt is prudent and responsible for the Counctl to seek independent assessment of our county's <br /> animal control operations, our needs, and to heaz recommendations for trriprovements, including u <br /> Comm.
