~~,11MtY Oi M,~ <br /> v: <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> Myos'A~'M~ <br /> RESOLUTION NO. 192 U5 <br /> <br /> A RESOLUTION ADOPTTNG THE "ENVISION DOWNTOWN HILO 2025: A <br /> COMMUNITY-BASED VISION AND LIVING ACTION PLAN (AUGUST 2005)" AS A <br /> COMMUNITY VISIONING AND PLANNING PROCESS THAT CAN SERVE AS A <br /> MODEL FOR THE COUNTY OF HAWAII. <br /> WHEREAS, the lsland of Hawaii is faced with a host of challenges that are occurring on <br /> <br /> the global and local level, including, population growth, rapid social and demographic changes, <br /> economic shifts, creating a balance between preserving our natural resources and development, <br /> among others, all which affect our communities' wellbeing and quality of life; and <br /> WHEREAS, Downtown Hilo, valued for its small-town atmosphere, historic buildings, <br /> and unique location between Hilo Bay, Mauna Kea, and Mauna Loa, is a special and vital part of <br /> our Island community; and <br /> WHEREAS, no community is immune to the challenges resulting from change and every <br /> <br /> community can benefit from thinking strategically about its future; and <br /> WHEREAS, in 2004-2005, the Friends of Downtown Hilo Steering Committee, a group of <br /> <br /> volunteers, facilitated acommunity-based planning process to create a Vision and Living Action <br /> Plan for Downtown Hilo; and <br /> WHEREAS, a community visioning process takes community members through a defined <br /> <br /> process to achieve a shared vision of their future; and <br /> WHEREAS, a creative community outreach effort was undertaken to promote a broad <br /> level of public involvement in the planning process; and <br /> WHEREAS, the process of creating a community vision for Downtown Hilo included <br /> efforts to build leadership capacity and collaboration between government and community, and to <br /> <br /> develop community partnerships; and <br /> WHEREAS, the process engaged in to create this Community-Based Vision and Living <br /> Action Plan can serve as a model for other communities in the County of Hawaii who wish to <br /> develop a Vision for their community; and <br /> WHEREAS, the newly drafted Plan entitled "Envision Downtown Hilo 2025: a <br /> Community-Based Vision and Living Action Plan (August 2005)" is a result ofthc community's <br /> considerable efforts; and <br /> <br />
