MtY Or y~ <br /> .r1'`y~ ..~4i <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> • <br /> I~ Or~Mr~ <br /> RESOLUTION NO. ~'s <br /> <br /> RESOLUTION REQUESTING THE HAWAII COUNTY COUNCIL TO LOOK INTO <br /> <br /> BANNING SMOKING AT KAHALU`U BEACH PARK. <br /> WHEREAS, the West Hawaii Youth Fishery Council is a volunteer organization <br /> <br /> comprised of youths from the Kailua-Kona area who aze dedicated to preserve the pristine <br /> <br /> offshore and near shore waters off the greater Kailua-Kona area as the habitat for various species <br /> <br /> offish and other sea animals; and <br /> WHEREAS, the West Hawaii Youth Fishery Council has conducted reseazch and <br /> <br /> compiled the following data in support of this Resolution; and <br /> WHEREAS, the activities of humans on the beach areas can have an effect on the beach <br /> flora and fauna and the near shore waters; and <br /> WHEREAS, smokers at Kahalu`u Beach have been observed putting out their cigarettes <br /> by either placing or tossing their cigarette butts in the sand at the beach; and <br /> WHEREAS, cigarette butts aze made of cellulose acetate and are slow to degrade, taking <br /> an average of over 7 years and a range of 1.5 to 15 years; and <br /> WHEREAS, cigarette filters contain particulate matter from the smoke components that <br /> the filter captures, which may be toxic and a biohazard to the environment, with chemicals that <br /> are toxic to species offish, crustaceans, zooplankton, echinoderms, nematodes and flatworms, <br /> and in addition, contain 60 known human carcinogenic chemical compounds, including azsenic, <br /> formaldehyde, chromium and lead; and <br /> WHEREAS, cigarette smoke is a health hazard to those near to the cigazette smoker, and <br /> cigarette filters in the sand are toxic and are an annoyance, constituting 20 per cent of litter on <br /> beaches throughout the United States and the World; and <br /> WHEREAS, the West Hawaii Youth Fishery Council wishes to preserve the pristine <br /> nature of the neaz shore and offshore waters and to prevent the toxic biohazards from polluting <br /> and affecting the beach and the near shore sea life. <br /> <br />
