The <br /> legislature had found that there is widespread agreement about the importance of establishing safe, <br /> structured learning environments for children and youth during non-school hours as statistics show that <br /> rates of juvenile crime, drug use, and experimentation with tobacco, alcohol and sex increase when older <br /> children are left unsupervised.
