<br /> <br /> <br /> <br /> <br /> Hawaii State Association of Counties <br /> Counties of Kauai, Maui and Hawaii, City & County of Honolulu <br /> <br /> <br /> ~.,...va <br /> .40 <br /> <br /> March 17, 1998 <br /> <br /> <br /> <br /> To: James Arakaki, Chairman <br /> and Members of the Hawaii County Council - <br /> From: Al Smith, Secretary-Treasurer ,61N <br /> Hawaii State Association of Counties (HSAC) <br /> <br /> Subject: HSAC Executive Committee Meeting - March 13, 1998 <br /> <br /> The following highlights of the HSAC Executive Committee meeting of March 13, <br /> 1998 are hereby submitted. <br /> The Secretary's Minutes of the Executive Committee Meeting January 21, 1998 <br /> were approved and placed on file (Attached for information). <br /> <br /> The Treasurer report for January 1998 was approved and placed on file <br /> (Attached for information). <br /> Under NACO Reports, Second Vice President Kouchi reported that NACo is in the <br /> black for the first time in years, and that Carol Roberts, from Florida, and <br /> Xavier Gonzales, from New Mexico, have both announced their candidacy for NACo <br /> 2itl Vice President. <br /> <br /> Under Unfinished Business, a legislative proposal authorizing the counties to <br /> establish a general excise tax of one-half per cent was filed because the <br /> Hawaii County Council did not support this proposal. The Executive Committee <br /> also deferred action on a resolution proposing a National Policy on Alcohol <br /> and Substance Abuse Testing Program and on a HSAC and NACO Statement of <br /> values, pending reports from all of the counties. <br /> Finally the Executive Committee was advised that the HSAC Year-End Conference <br /> is being planned for June 9-10, 1998, on the island of Lanai. The conference <br /> theme is tentatively listed as "The Tides Of Change: Reform And Innovation In <br /> County Government". Proposed panels are: <br /> 0 The Media Tools of a New Generation: Bridging the gap Between People <br /> and their Government" <br /> 0 Community Planning and Consensus Building: Smart Development <br /> 0 Community Planning and Consensus Building: Airport Expansion <br /> 0 County Government Structure and Elections: Nonpartisan Elections, <br /> Term Limits, Districting voting, Campaign-Finance Reform, and <br /> Neighborhoods Boards.
