COUNTY OF HAWAII STATE OF HAWAI `I RESOLUTION NO. ~~~ x.38 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF HEALTH, PURSUANT TO HRS 46-7, FOR THE BALANCED TRANSPORTATION COORDINATOR POSITION GRANT WHEREAS, the State of Hawaii Department of Health, Tobacco Settlement Project Office has authorized funding to the Hawaii County Planning Department for the creation of a Balanced Transportation Coordinator Position; and WHEREAS, in a partnership with the Department of Health's Healthy Hawaii Initiative, the County of Hawaii is collaborating to increase awareness of the direct relationship between healthy communities and built environments that ensure and promote bicycle, pedestrian and non-motorized modes of transportation; and WHEREAS, the Balanced Transportation Coordinator position will be responsible for initiating, coordinating and developing acounty-wide program/plan to ensure bicycle, pedestrian and non- motorized modes of transportation are incorporated into the County's infrastructure along with transit; and WHEREAS, the position will also serve as the lead and liaison in the Planning Department representing multi-modal interests including, but not limited to, supporting access and use of mass transit; increasing the use of alternate modes of transportation; and development of recreational traits; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, a Memorandum of Agreement with the State of Hawaii Department of Health, attached hereto and incorporated herein by reference as Exhibit "1 ", to enable the County to create a Balanced Transportation Coordinator Position.
