COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~~~ r~t~ <br />A RESOLUTION URGING THE ADMINISTRATION TO RELEASE THE FUNDS OF <br />THE AWARD OF A $500,000 GRANT TO HAWAII ISLAND VETERANS <br />MEMORIAL, INC. <br />WHEREAS, Hawaii Island Veterans Memorial, Ina (HIVM), is anon-profit 501 (c)(3) <br />corporation, organized from community veterans' organizations on the Island of Hawaii, for the <br />purpose of establishing a veterans center and housing project to meet the needs of the island's <br />veteran community; and <br />WHEREAS, in response to a HIVM/County of Hawaii joint request, a parcel of land <br />(Tax Map Key: (3)2-4-057:001), was transferred from the State of Hawaii to the County of <br />Hawaii by executive order in November 2004. <br />WHEREAS, the County of Hawaii in turn leased the subject parcel to HIVM to develop <br />the site for the veterans center and housing project; and <br />WHEREAS, HIVM completed the Final Environmental Assessment Study, preliminary <br />engineering plans, rezoning and subdivision for the project, and is now prepared to begin <br />development of the project; and <br />WHEREAS, HIVM is now finalizing a commitment with the United States Department <br />of Veterans Affairs for the design and construction of a combined veterans center to be built on <br />the subject parcel, as Phase I of the development project; and <br />WHEREAS, the Veterans Center will provide a permanent and convenient location for <br />veterans and their families to receive counseling, and the administering of benefits and programs <br />to assist them; and <br />WHEREAS, the County of Hawaii appropriated a grant to HIVM for $500,000 in its <br />2008-2009 fiscal year operational budget, to be used for infrastructure development and <br />completion of final building design and engineering plans that will enable HIVM to apply for <br />State and donor matching funds; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in <br />accordance with section 2-139(a)(3) of the Hawaii County Code 1983 (2005 Edition, as <br />amended), that the Council approves this grant award and urges the administration to release the <br />funds to Hawaii Island Veterans Memorial, Inc. as soon as possible to enable it to finalize an <br />agreement with the Department of Veterans Affairs and to enable Hawaii Island Veterans <br />
