No. 778-08 <br />Your Committee on Finance, to which was referred Resolution No. 778-08, reports as follows: <br />Resolution No. 778-08, transmitted jointly with Bill No. 377 by Director of Finance <br />William Takaba, via Communication No. 1506, dated October 6, 2008, authorizes the Office of <br />the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State <br />Civil Defense for the State Homeland Security Program and the Citizen Corp,Program grant. <br />The State of Hawaii Department of Defense, State Civil Defense has been awarded the FY 2008 <br />Homeland Security Grant Program (HSGP) funds from the Department of Homeland Security, ' <br />Federal Emergency Management Agency, Preparedness Directorate Grants and Training. The <br />FY 2008 HSGP funds are provided to prevent, deter, respond to, and recover from threats and <br />incidents of terrorism and it supports the County of Hawaii in leveraging funding to support <br />Homeland Security Initiatives. A total of $1,095,461 was granted to the Hawaii County Civil <br />Defense Agency and are to be used for the continued development of the State Homeland <br />Security Program (HSGP) and the Citizen Corps Program (CCP). <br />Communication No. 1506.1 from Civil Defense Administrator Quince Mento, submitting a <br />Detailed Budget Worksheet for the FY 2008 Homeland Security Grant was presented to Your <br />Committee at its meeting on October 21, 2008. <br />Also at the October 21, 2008 Committee on Finance meeting, Council Member Brenda Ford <br />requested that a correction in the funding amount for the Citizen Corps Program be made, and <br />submittal of a corrected copy of the breakdown be given to the Council. Director Mento <br />informed Ms. Ford that the correction will be made as requested, and a corrected copy will be <br />submitted to the Council. This measure was postponed to November 6, 2008, per advice from <br />County Clerk Jarman, pending receipt of the corrected amounts. <br />Communication No. 1506.2 from Civil Defense Administrator Quince Mento, dated <br />October 27, 2008, submits a Detailed Budget Worksheet, which states the correct amounts for <br />the FY 2008 Homeland Security Grant. <br />FC REPORT NO. 362 <br />
