The multi-hazard <br />mitigation plan supports the State and County commitments toward long term strategies to <br />reduce the risks of natural hazards and will reduce further losses. The update to the multi- <br />hazard mitigation plan is to include information from two (2) University of Hawaii projects: Lava <br />flow mddeling and Landslide area mapping, and one (1) County of Hawaii Department of <br />Public Works' Comprehensive Floodplain Management program. The total State funding for all <br />of these projects totals $361,448, with anon-federal matching share totalling $128,003, in the <br />form of in-kind contributions, provided by the participating agencies. The Hawaii County Civil <br />Defense Agency is designated as the pass-through agency to the State for all invoices related <br />to the projects and will also maintain the accountablility of all in-kind activities that contribute <br />towards the non-federal share. <br />Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of <br />Hawaii Department of Defense, State Civil Defense for their support of the Multi-Hazard <br />Mitigation Plan Update. Failure to participate in the Memorandum of Agreement with the <br />State will jeapordize future federal mitigation monies earmarked for Hawaii County. <br />Since the Civil Defense Agency would like to begin work on the Multi-Hazard Mitigation Plan <br />Update as soon as possible, they are requesting a waiver from the Finance Committee and <br />to have the resolution heard at the next Council meeting scheduled for February 19, 2009. <br />If there are any questions, please do not hesitate to call the Civil Defense Agency. <br />Na" ncy E.
