No. 904Bill No. 284 <br /> PLACE: Councilroom <br /> Hawaii County Building <br /> 25 Aupuni Street <br /> Hilo, Hawaii <br /> TIME: 3:00 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 284 reports as follows <br /> Bill No. 284, transmitted via Communication No 904 from Mayor William P. Kenoi, dated <br /> July 28, 2010, presents a Change of Zone Request by Stephanie Dullum, at Kawela, Hamakua, <br /> Hawaii, covered by Tax Map Key 4 -6 -011 039 <br /> Bill No 284 seeks to amend Section 25 -8 -16 (HAmakua District Homestead Area Zone Map) <br /> and Section 25 -8 -7 (North and South Kohala District Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code 1983 (2005 Edition), by changing the district classification <br /> from Agricultural — Forty Acres (A -40a) to Agricultural — Ten Acres (A -l0a), for an area of <br /> approximately 71.178 acres. <br /> There was no public testimony. Applicant was represented by Mr Sidney Fuke and <br /> Mr. Bob Hogan, both of whom were present at the meeting. <br /> Mr. Fuke informed your Committee that the property was planned to be divided into a total of six <br /> smaller agricultural parcels approximately 10 acres in size. Mr Fuke further informed your <br /> Committee that there is one county meter for the current parcel, and that this is not an adequate <br /> source of water for the subdivision. Mr. Fuke stated that the applicant has drilled a well on the <br /> subject property to provide water for the planned agricultural purpose for the properties The <br /> well has been estimated to provide 15,000 gallons of water per day, which will more than <br /> adequately provide water for the six parcels Additionally, the applicant will drill a secondary <br /> well, with reservoirs or other appropnate storage method for water storage, ensuring that there <br /> will be sufficient water for all lots. <br /> Mr. Fuke also informed your Committee that the applicant is voluntarily relocating the access <br /> point from the Hawaii Belt Highway to a location that will be, at a minimum, 880 feet from the <br /> existing Kapuna Road and Hawai`i Belt Highway intersection. <br /> Council Member Donald Ikeda, Chair of your Committee asked that he be allowed to <br /> temporarily step down as Chair in order to introduce an amendment to Bill 284.
