'I <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> • •r t1 OF 4 ,`• , <br /> RESOLUTION NO. 78 11 <br /> A RESOLUTION DIRECTING THAT THE CHIEF OF POLICE OF THE HAWAII <br /> COUNTY POLICE DEPARTMENT SHALL EQUIP EVERY PATROL AND CID <br /> OFFICER WITH A PORTABLE RADIO AND INDIVIDUAL CHARGER AND <br /> ESTABLISH A "TAKE HOME" POLICY AND APPROPRIATE RULES AND <br /> REGULATIONS FOR THE ISSUANCE, MAINTENANCE, SUPPLY, AND REPAIR OF <br /> SUCH EQUIPMENT. <br /> WHEREAS, approximately 405 Patrol and Criminal Investigation Division ( "CID ") <br /> officers ( "Officers ") share portable radios and multiple -unit chargers located at police stations <br /> within the County of Hawai`i; and <br /> WHEREAS, current policy requires that Officers return the portable radios to the police <br /> station at the end of each shift for recharging; and <br /> WHEREAS, there have been situations when an Officer returns to the station later than <br /> the scheduled end -of -shift due to an incident and an Officer beginning the next shift may not <br /> have an available portable radio, or, an Officer begins the next shift with a portable radio that <br /> may not be fully charged, or, an Officer begins the next shift with a portable radio that does not <br /> work and it is in need of repair, all of the above resulting in an Officer commencing duty without <br /> a portable radio or, without a fully charged portable radio, or, a portable radio that does not work <br /> because it needs repair; and <br /> WHEREAS, members of the Hawai`i County Police Department have expressed to some <br /> council members the need for every Officer to have a portable radio and individual charger that <br /> can be taken home by the Officer and adequately charged, and that a portable radio and <br /> individual charger be available to the Officer for use in the ordinary course of the Officer's work <br /> and work - related emergency situations; and <br />
