The application should be denied due to these concerns: 1. Traffic safety. There is not enough parking for the density of the project. There is no on street parking. The driveway is unsafe in times of heavy traffic to have two cars enter and exit at the same time due to the location of driveway. There is a rock wall on one side and a guard rail on the other side. The driveway cannot be located at another location due to the guard rail. Illegal parking would occur from the project. I would not be able to see out of my driveway creating a major safety issue. A traffic light should be installed for safety reasons. The traffic light may reduce the traffic congestion at Puainako and Kino'ole intersection and the Kawili and Kino'ole intersection during peak traffic hours. 2. Drainage and flooding issues. In 2008 roadside improvements were made (Federal Aid Project #STP0100(059) drainage issues occurred after completion of the project. Water did not drain from the affected area which comprised my property and the proposed property to be rezoned. Water did not drain from the affected areas for over 4 months. The property is located in the new FEMA flood zone. Even with a dry well or wells drainage system being installed on the project property, my property would flood from the water table rising during periods of heavy rain and flooding as the project property would be covered in concrete and asphalt except for a very small set back areas.
